The Advanced Vehicle Innovations Consortium is establishing a center in North Central Washington for testing and demonstrating Plug-in Hybrid Electric Vehicles (PHEV's); nurturing business focusing on PHEV's, biofuels, and solar energy; and educating the public about these new exciting technologies.
